Procurement Specialist The Ministry Of Water & Environment - DEALFISH JOBS in Kampala, Uganda

Introduction
The Government of The Republic of Uganda received credit from the International Development Association (IDA) toward the cost of the lake Victoria Environmental
Management Project (LVEMP). The Government wishes to engage a Procurement Specialist
for the Project. These Terms of Reference (TOR) are intended for the individual who shall be engaged for this exercise.
2.0 Project Description . :
The project development /global environmental objective is: (1) 10 improve collaborative : management of the trans boundary natural resources of lake Victoria basin for the shared
benefits of the EAC Partner States and (2) reduce environmental degradation to improve livelihoods of communities who depend on the natural resources of lake Victoria basin.
The project is composed of the following components:
Strengthening Institutional capacity 10< Managing shared water and fisheries
resources.
Point Source Pollution Control and Prevention;
Watershed Management~
Project Coordination and Management
The project shall be implemented through the existing Regional, National and Local Institutional arrangements. AI the regional. the project ';11 be coordinated by the Lake Victoria Basin Commission of the East African Community. At the national level the Ministry or
Water and Environment will be the Focal Point Ministry and will oversee and coordinate implementation by line Ministries, Institutions and Agencies with Statutory mandates.
Memorandum of Understanding (MOUs) be signed between MWE and the line Ministries,
Institutions and Agencies which will implement the project. At the local level the project will be
implemented through District local Governments, NGOs, Institutions and Agencies. These local level implementers will also have signed MOUs with the Ministry of Water and Environment.
The Ministry of Water and Environment therefore, wishes to recruit a Procurement Specialist to provide technical support to the Ministry of Water and Environment by managing the procurement activities of Goods, Works and Services under the project.
Objective of the Assignment
The objective of the assignment is to provide support to the PDU of the Ministry by managing the procurement of goods, works and services under the lVEMP II project.
Reporting
The Procurement Specialist will report to the National Project Coordinator but work closely with the Head PDU at the Ministry.
Responsibilities and tasks:
Coordinate Procurement Functions between the Component
Coordinators and the Procurement and Disposal Unit 00 behalf of the
Principle Procurement officer.
In consultation with the Component Managers, the Procurement
Specialist will prepare, review, adjust (where applicable) and monitor
the implementation of the Project Procurement Plan;
Ensure timely submission of all Project Procurement plans requiring
review and approval by the Bank;
Provide technical support and guidance to the different Ministry line
departments, Institutions and Agencies in the preparation of requirements and prepare bidding documents and Request for Proposals for acquisition of goods, works and S8fVices;
In liaison with the Procurement Unit, participate and provide procurement guidance during the evaluation of bids:
Coordinate the advertisements, issue and receipt of the bids;
Participate in Contract negotiations (for Consultancies) and technical
5.9 Provide procurement guidance in the preparation of draft Contract Agreements and ensure that they are forwarded to Solicitor General and organize the contract signing after SG's clearance;
In Consumption with the user departments, appraise and prepare a
report regarding performance of all service providers (suppliers,
contractors and consultants) to achieve set Key Performance indicators
(KP1's) and administer maintenance contracts;
Ensure the project records are well kept and maintained for completeness and safety’s;
Manage Equipment Warranties, insurance and Contractor Performance Securities (defects legality period);
Provide advice 10 the Coordination
Perform any other duties assigned by the National project Coordinator
The key performance Indicators Include
Preparing and submission to the Wor1d Bank (WB) , the annual procurement in an of acceptable quality for the project within three (3) months of the new financial year.
Conducting all procurements in accordance with the approved procurement plan.
Publishing of contract awards for alt contracts procured through NCB
and ICB in the DG market and UNDB within 10 working days from
contract award.
Preparation and submission of quarterly procurement monitoring reports as part of the IFR 10 the WB within 45 days from the end of the quarter.
Maintaining a complete document management system of all project
procurement
Duration of assignment
The assignment shall be for a period of (1) year with a possibility of
extension subject 10 continued need and satisfactory performance.
Qualifications and competences
The applicants must possess an Honours’ degree from a reputable and
recognized University in Commerce, Business Administration,
Economics, Engineering, Law Of any other related discipline:
Post graduate training/qualifications in procurement, Will be an added
advantage.
The applicants must have at least five (5) years of relevant professional
experience in procurement in a busy environment and knowledge of the Work Bank procurement guidelines.
Knowledge in preparation or tender documents, evaluations and
selection of best bids Proposals.
A high level of interpersonal and management skills and ability to work with teams at all levels
Ability to work under pressure and tight deadlines
Computer Knowledge and skills is mandatory
